Guide or assistance dogs in Paris: access in public places

In Paris, guide or assistance dogs are authorized to enter all public places. French law guarantees access, including on public transport, in cultural venues, shops and restaurants.

To be eligible however, two conditions must be met:

  • Dogs must have received specific training. It is strongly recommended that the owner is able to show proof of this training (certificate, attestation, etc.) and that the dog wears its ID (harness, waistcoat, tag indicating its status as a guide and assistance dog);
  • The dog's owner or mistress must be in possession of an identification card, issued by a recognized organization, attesting to the need for and use of the dog to assist a person with a disability.
    For people living permanently in France, this is the Mobility Inclusion Card.

In the event of checks being carried out, these documents will ensure that the guide dog has access to the public places in question, and that the owner benefits from their rights.

Under the French law of 11 February 2005 on l’égalité des droits et des chances, la participation et la citoyenneté des personnes en situation de handicap (‘equal rights and opportunities, participation and citizenship for people with disabilities’), guide and assistance dogs are authorized to accompany their owners in all public spaces.

The list of public places includes:

  • public transport
  • shops
  • restaurants
  • hospitals
  • cultural venues
